Course Title: Mitigating Hazards with Land-Use Planning (MGT-474)

Description:

This one-day (or 8-hour) management-level training course aims to improve hazard mitigation through the implementation of land-use planning tools. The course provides training on the integration of hazard mitigation and land-use planning efforts and on choosing land-use tools that address different natural hazard challenges. The course will include both community-scale land-use planning tools, like comprehensive plans and hazard mitigation plans, as well as site-scale tools like setback requirements and transfer of development rights (TDR) programs.

As a management-level course, this training is intended to provide participants with a working knowledge of land-use planning tools that can mitigate the impacts of natural hazards and help local governments to protect their community lifelines.

As a management-level course, the target audience for this class includes participants from a wide range of sectors who contribute to hazard mitigation plans, policies and projects. This complete audience list would include engaged citizens, emergency managers, coastal zone managers, federal/state/tribal/ territorial/local government officials and planners, developers, private sector, non-governmental organizations, public utilities, public works, security professionals and the general public -- whole community partners who need to plan for, mitigate, and recover from hazards and disasters impacting communities. The courses will be particularly beneficial to local government emergency managers, planners, public administrators, elected officials, and engaged citizens who help formulate and implement land-use and hazard mitigation plans and policies.

Learning Objectives:

At the conclusion of this course, participants will be able to:

  • Examine the connections between land use planning and hazard mitigation
  • Evaluate the integration of community-scale planning frameworks
  • Compare land-use planning tools that can mitigate hazards at the site-scale
  • Explain the benefits and challenges of implementing land-use planning tools for hazard mitigation

Recommended courses and knowledge include:

  • Community Resilience (AWR-228),
  • Community Planning for Disaster Recovery (AWR-356),
  • Coastal Hazards Awareness (AWR-379), and/or
  • Flooding Hazards (AWR-362), and/or
  • Working knowledge of the fundamentals of emergency management and natural hazards planning.

Max Enrollment: 30 - 40 participants
Test Requirements:
  • Pre-test to be completed PRIOR to the course. Assists to assess familiarity with the course subject material.
  • Post test to be completed at completion of course. To receive a FEMA issued Certificate of Completion, a post test score of at least 70% must be obtained.
Costs: The cost of developing and delivering training is covered by a cooperative agreement with the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA). There is no cost to the individual for taking the course. we do not cover the cost of travel or lodging to attend training.
