The Whole Community Inclusive Economic Recovery course will introduce economic development districts, civic, community, and economic leaders to economic recovery planning using a whole community approach. The course enhances community resiliency and security by enabling economic development districts and community leaders to build inclusive collaborations with diverse populations resulting in coordinated and implementable economic recovery planning and response. The Whole Community Inclusive Economic Recovery course will fill existing gaps in collaboration, practical application, and community awareness gaps through course activities that produce the following outcomes identified in the planning/analysis.

The target audience for this course is extensive and geographically diverse. The target audience is reflective of those who will most likely have a role in recovery planning and post disaster economic recovery teams, including but not limited to economic development district representatives, business and civic leadership, industry associations, large and small private sector cooperative representatives, local or regional jurisdictional representation and organizations knowledgeable in community economic capacity and need. Economic development districts that will be actively encouraged to participate are those that have the greatest representation of underserved populations, populations in poverty, rural, indigenous, tribal and closed communities that would benefit most from acquiring the tools and principles learned in the program back to their community.  It is expected that course participants will bring knowledge, skills, and abilities in economic development, community capacity, disaster recovery, or a related industry. As subject matter experts from their respective areas, participants can provide representation of the whole community and can collaboratively direct effective immediate, interim and long-term recovery strategies.

• Understand the need for inclusion of whole community representation in sustainable economic recovery planning process
• Full engage the whole community, including private and public sectors, civic, faith-based, cultural, and disability organizations
• Create post-disaster economic recovery strategies that implement whole community resources and planning principles.

• Pre-test to be completed PRIOR to the course. Assists to assess familiarity with the course subject material.
• Post test to be completed at completion of course. To receive a FEMA issued Certificate of Completion, a post test score of at least 70% must be obtained.
